I don’t know of a direct way to do that, but you could accomplish the same thing by creating a custom view for CIs that includes nothing but the CI relations formatter, then popping that up in a new window from the UI action.

Probably a copy/paste issue with the quotes around ‘itil’. Remove the quotes and type them in manually and see if that helps.
